Pastoral CouncilMembers serve in an advisory role to the parish priest. They plan for the future of the parish, review parish policies, promote faith formation and parish activities, coordinate parish groups, and accept and consider comments and suggestions from parishioners.

PASTORAL COUNCIL MEETING
DECEMBER 14, 2025
Present: Father Steve, Bonita Lawhead, Colleen Boone, Sandra Cook, Gabriela Holzman, Rich Heath, Marie Parrish, Judene Mclane, Chidobe Ugwu, Rob Harris, Linea Johnson, Jessica Ortiz-Eriamiatoe.
I. City Planning and Accessibility Project
Efforts to improve parish accessibility are moving forward with a meeting scheduled at City Hall in the Wheatgrass Room. This discussion involves the city council and parish representatives regarding a proposal for handicap parking and a ramp on Maple Street. Because the project utilizes both city and parish property, formal approval of the drawings is required before the parish can move to the next stage of cost estimation. All interested parishioners were invited to attend the meeting to stay informed on the project's progress.
II. Parish Identity: Care for the Poor and Marginalized
The council discussed how to make the parish’s extensive outreach work more central to its public identity. While the parish is very active through the Social Justice Ministry, St. Francis Guild, and Knights of Columbus (just to name a few), much of this work is currently "behind the scenes." There is a strong desire to aggregate these efforts into a single, digestible section in the bulletin or on the website, perhaps titled “Care for the Community.” By sharing specific impacts, such as the number of diapers delivered or food cards distributed, the parish hopes to better invite others into service. Additionally, members continue to participate in monthly local meetings at UCC to address the ongoing unhoused and mental health crises in Pullman.
III. Bylaws and Governance Review
A review of the Parish Constitution and Bylaws, which have not been updated since 2018, showed a need for structural revisions. The current document describes a commission-based system that does not reflect how the parish actually operates today. For instance, the bylaws mention organizations like the "Catholic Daughters" that have since become Women of Service. A working group of council members was started to draft updates that align the bylaws with current practices and address smaller details, such as whether council members should wear identification badges during events.
IV. Property and Facility Maintenance
The parish has finalized the purchase of the neighboring property for $511,136.44. The law firm donated their legal services for the transaction, and the church should send a thank-you gift to express their gratitude. The immediate plan is to salvage any useful materials from the house before demolishing it for safety reasons and leveling the land with gravel. Regarding other facilities, the Annex siding project is ready for installation as soon as the weather permits. The council is also exploring a cost-effective trench and dry well system to solve water drainage issues in the basement, which is a more affordable alternative to a full pipe system replacement.
V. Upcoming Event: Lessons and Carols
On Saturday, December 20, at 5:30 PM, the parish will host a Christmas Festival of Nine Lessons and Carols. This tradition, which originated in the Anglican Church, consists of Bible readings interspersed with hymns. Members of the Nigerian community have been instrumental in arranging this event to help enculturate the Christmas season and share their traditions with the parish. The event will follow the 4:30 PM Mass and will be live-streamed and archived on the parish website and Facebook page for those unable to attend in person.
VI. Faith Formation and Recent Highlights
The OCIA program is currently on mid-winter break and will resume in January with several candidates preparing for Baptism and First Communion. Recent youth involvement was also highlighted, with several young parishioners trying out new ministries during the Youth Mass. Other successful recent events included the Advent wreath-making party, which hosted around 40 people, and the assembly of 150 finals bags for WSU students. Finally, the parish participated in a modified Giving Tree program in collaboration with Pullman Child Welfare, which resulted in a generous collection of gifts for local children in need.

Faith Formation BoardParish Faith Formation Board serves preschool through adults. Board members provide oversight and support to the Faith Formation staff for curriculum, hiring, adult education topics, and the parish library. Individuals will be chosen to form a diverse group representing all parish members.

Faith Formation Board Meeting
Tuesday, September 2, 2025Present: Juan Garcia, Linea Johnson, Dorothy Warn., Yoko Ambrosini, Angela Nelson, Kat Harris and Elizabeth Garcia.
Meeting Times: The group decided to meet on the first Tuesday of the month at 7pm
Officers for next year: Jessica C. agreed to Chair with Kat (last year’s chair) to lend her support. The Chair speaks a week before the meeting with the FF staff and sets the agenda for the monthly meeting, which will be written and passed out by the Assistant/Secretary. Yoko agreed to be Vice Chair and will run the monthly meeting if Jessica is gone.
The meeting focused on reviewing and clarifying the parish’s Faith formation bylaws, particularly regarding the roles and responsibilities of the board and its members. The discussion included the ideal team structure for teaching classes, the inclusion of a catechist on the board, and the staggered terms for board members to ensure continuity. The board’s minimum meeting frequency and quorum requirements were also addressed.
Adult Faith Formation:
Angela bible study for parents/adults during the same time slot as children's Faith Formation. Phil is willing to lead a class. Jesus: The Way, the Truth, and the Life, from Ascension press looks wonderful, with content filmed on location in Israel, the Middle East, and Europe, where the church began. A half-hour video will be followed by group discussion. There are ten classes, at 9:45 a.m. Sunday mornings.
ACTION STEP: The group discussed prioritizing events and delegating tasks, for events the parish will have. The group also considered inviting a catechist to each meeting to highlight their work and create a core list of prioritized events.

Caritas Committee
Members research charities and decide which ones will receive money from the parish. In 1990 Sacred Heart's Pastoral Council decided the parish would spend a percent of its income on charity, gradually working up to 10%. It established the Caritas committee to disburse the funds. The percentage has varied over the years.
